What is the CNESER and what are its powers?

Established by article L232-1 of the French Education Code, the Conseil National de l'Enseignement Supérieur et de la Research is a consultative body reporting to the Minister of Higher Education. Competent to issue opinions on issues such as national higher education strategy, national research strategy or the allocation of resources between different establishments, the CNESER is also a body that rules, on appeal and as a last resort, on disciplinary decisions taken by the competent university bodies in respect of teacher-researchers, teachers and users. Who makes up the CNESER?

The CNESER represents public scientific, cultural and professional establishments and public research establishments, as well as major national interests, notably educational, cultural, scientific, economic and social.
It is made up of one hundred full members, including sixty representatives of the managers, staff and students of public scientific, cultural and professional establishments and public research establishments.

Why elections?

The last student elections to the CNESER took place in 2015. As student mandates are for a period of two years, it is appropriate to proceed with the appointment of new elected representatives. It will take place, by correspondence, from Monday May 22 to Friday June 2, 2017. Consequently, by an order dated March 29, 2017, the Ministry launched the electoral process. The first stage of this is the constitution of an initial electoral list, by April 14. The Ministry has entrusted this task to each establishment represented on the CNESER.

April's main deadlines

  • April 7 to 13: compilation of the electoral list and transmission to the Ministry, in accordance with article 5 of the order of March 29, 2017
    PR mail for designation of additional voters
  • April 18: posting of the provisional electoral list on the premises
  • April 18 to 25: deadline for applications to rectify the electoral roll
  • April 26: posting of the final electoral list
  • April 27: deadline for submitting candidate lists to the Ministry
