Over the past 20 years, the development of the Internet has been accompanied by the assertion of the dominant role of a small number of players who appear to control, or even slow down, the continuous process of innovation that accompanies the digital transformation of our economies and societies. Although these platforms have strong arguments to promote their success to the public and their usefulness in facilitating access to markets for many companies, their rapid development raises many questions:
What is new about the dominant positions of large platforms? Why does regulation seem necessary? What options are available to regulators (ex ante/ex post interventions, acquisition control, dismantling, interoperability obligations, algorithm transparency, etc.)? What are the links between data capture and monetization, abuse of dominant position, respect for privacy, the fight against fake news, etc.? How are these issues being debated on both sides of the Atlantic, and how do they resonate in China?
