Over the past 20 years, the growth of the Internet has been accompanied by the rise of a small number of players who appear to control—or even hinder—the ongoing process of innovation driving the digital transformation of our economies and societies. Although these platforms have strong arguments to demonstrate their success to the public and their usefulness in facilitating market access for many businesses, their rapid growth raises numerous questions:

What’s new regarding the dominant positions of major platforms? Why does regulation seem necessary? What options are available to regulators (ex ante/ex post interventions, merger control, breakup, interoperability requirements, algorithm transparency, etc.)? What are the connections between data collection and monetization, abuse of dominant market positions, privacy protection, the fight against fake news, etc.? How are these issues being debated on both sides of the Atlantic, and how do they resonate in China?
