Responsibilities:
- Advise and assist elected officials and the Director General of Services on matters related to real estate assets
- Define and budget for real estate transactions
- Manage all resources allocated to the DPI for the maintenance of the real estate portfolio
- Provide advice, assistance, and technical support regarding real estate assets to scientific departments, laboratories, academic units, administrative offices, and other departments
- Prepare, analyze, and monitor purchase order contracts for maintenance, construction, and equipment supplies used throughout the university
- Help define the strategic direction and objectives of the institution’s real estate policy
- Implement the real estate policy decisions made by the management team
- Prepare and update the SPSI, the multi-year investment plan, and the annual real estate survey of the MENESR
- Manage asset data (land, plans, local databases, building condition, utility consumption and expenses, costs, etc.)
- Monitor and update the usage agreements with France Domaine, in collaboration with the relevant departments
- Manage real estate projects—including construction, rehabilitation, restructuring, renovation, major maintenance and renewal (GER), safety, accessibility, landscaping, and utilities and infrastructure (VRD)—in either a project owner or project manager capacity, overseeing administrative, financial, and technical aspects
- Participate in university-related projects managed by external entities
- Prepare and execute the DPI budget in collaboration with the Finance Department and the management team
- At the Triolet, Saint-Priest, Central Services (downtown), Botanical Institute, and SMEL sites, oversee the day-to-day operation and maintenance (regulatory, corrective, and preventive) of buildings, their technical systems, and outdoor areas (excluding green spaces); organize and monitor regulatory inspections; and manage utility consumption and expenses
- At the Richter, Law and Medicine Downtown, Pharmacy, Medicine North, STAPS, Dentistry, Medicine Nîmes, and Saint-Chély d’Apcher campuses:
- Advise site operations managers, technical coordinators, and administrative managers on operations, maintenance, and utilities
- Organize and oversee non-regulatory maintenance and preventive maintenance in collaboration with site operations managers
- Organize and monitor regulatory audits
- Provide advice, assistance, and technical support regarding real estate assets to scientific departments, laboratories, academic units, administrative offices, and other departments
- Prepare, analyze, and monitor purchase order contracts for maintenance, construction, and equipment supplies used throughout the university
- Ensure coordination of activities between the department’s units and other departments
- Maintain relationships with external partners, particularly in connection with grants
