Préambule : Principes fondamentaux1 La liberté d’expression est protégée, de manière générale, par les articles 11 de la Déclaration des Droits de l’Homme et du Citoyen de 1789, 10 de la Convention Européenne Des droits de l’Homme, 11 de la Charte des droits fondamentaux de l’Union européenne et 19 de la Déclaration Universelle des Droits de l’Homme de 1948. La liberté d’expression est également protégée, de manière spéciale, pour les enseignants-chercheurs, enseignants et chercheurs. Elle découle de la liberté académique, garantie d’indépendance, au cœur des fonctions des enseignants-chercheurs, enseignants et chercheurs, en vertu des articles L.952-2 du code de l’éducation et L.411-1 du code de la recherche. Aux termes de l’article L.952-2 du code de l’éducation, « les enseignants-chercheurs, les enseignants et les chercheurs jouissent d'une pleine indépendance et d'une entière liberté d'expression dans l'exercice de leurs fonctions d'enseignement et de leurs activités de recherche, sous les réserves que leur imposent, conformément aux traditions universitaires et aux dispositions du présent code, les principes de tolérance et d'objectivité. Section 1 : Protection de la liberté académique par l’Université de Montpellier Article 1. La liberté académique s’entend comme « la liberté de penser et d’enseigner sous l’égide de l’État, mais en toute indépendance »4. Article 2. La liberté académique suppose un degré de protection élevé car l’expression des opinions des enseignants-chercheurs, enseignants et chercheurs, ainsi que leurs contributions aux débats et controverses scientifiques, participent de l’intérêt général. Article 3. L’Université de Montpellier est attachée à la liberté académique, dans son exercice et sa protection, individuelle et collective. Article 4. L’Université de Montpellier protège, de manière générale, les enseignants-chercheurs, enseignants et chercheurs dont elle est l’employeur, dans l’exercice de leur liberté académique, par l’adoption de mesures proportionnées dans le cas où cela serait nécessaire. Article 5. L’Université de Montpellier protège, en particulier, les enseignants-chercheurs, enseignants et chercheurs dont elle est l’employeur, lorsqu’ils sont mis en cause dans des « procédures-bâillons »5, par l’octroi de la protection fonctionnelle en application des articles L.134-4 et L.134-5 du code général de la fonction publique, lorsque les conditions de ces textes sont réunies. Article 6. L’Université de Montpellier protège les enseignants-chercheurs, enseignants et chercheurs dont elle est l’employeur, lorsqu’ils sont lanceurs d’alerte, c’est-à-dire s’ils répondent aux conditions posées par la loi n°2016-1691 du 9 décembre 2016 relative à la transparence, à la lutte contre la corruption et à la modernisation de la vie économique et par la loi n°2022-401 du 21 mars 2022 visant à améliorer la protection des lanceurs d'alerte. Section 2 : Conditions d’exercice de la liberté académique par les enseignants-chercheurs, enseignants et chercheurs Article 7. La liberté académique garantit pour les enseignants-chercheurs, enseignants et chercheurs, leurs possibilités de libre développement scientifique, créateur et critique, dans les domaines de la recherche et de l’enseignement. Article 8. La liberté académique s’entend, du point de vue de la recherche, comme la liberté de mener des travaux scientifiques, la liberté de publication des résultats de la recherche, la liberté de diffusion de la culture scientifique, la liberté de valorisation de la recherche, la liberté d’expression publique dans le cadre académique. Article 9. La liberté académique comprend également la liberté pédagogique et d’enseignement et s’entend comme la liberté dans le choix des supports, méthodes et pratiques pédagogiques, dans le respect des normes et usages en vigueur. Article 10. La liberté académique signifie que la conduite d’activités d’enseignement et de recherche par les enseignants-chercheurs, enseignants et chercheurs, est réalisée librement et sans menace ou pression, de source publique ou privée, exercée sous quelque forme que ce soit. Article 11. La liberté académique recouvre le droit pour les enseignants-chercheurs, enseignants et chercheurs, de choisir de travailler librement sur des questions qui leur semblent pertinentes, dans le respect des normes et usages en vigueur, afin de permettre la diffusion de l’information scientifique, de la culture et des savoirs. Article 12. L’exercice de la liberté académique oblige l’enseignant-chercheur, l’enseignant et le chercheur à adopter une démarche éthique et responsable dans toutes les dimensions de son activité (notamment recherche, pédagogie, diffusion de la culture scientifique). Article 13. L’exercice de la liberté académique, en tant que liberté d’exprimer une « croyance, opinion ou position théorique exprimée d’une manière académique appropriée »6, impose à l’enseignant-chercheur, à l’enseignant et au chercheur, le respect des principes de réserve, de tolérance et d’objectivité. Ainsi, l’exercice de la liberté académique ne signifie pas qu’ils peuvent tenir tout propos, notamment en diffusant sciemment des contre-vérités ou des éléments inexacts ou erronés, au risque de nuire à l’image et à la réputation de l’institution à laquelle ils appartiennent. Dans ce dernier cas, ils ne peuvent pas bénéficier de la protection fonctionnelle et s’exposent à des poursuites disciplinaires, voire à des poursuites judiciaires. Article 14. L’exercice de la liberté académique n’exclut pas, pour l’enseignant-chercheur,  l’enseignant et le chercheur, le respect de l’obligation de neutralité dans les conditions prévues, pour l’agent public, par l’article L.121-2 du code général de la fonction publique, dans ses activités qui ne relèvent pas de la pédagogie et de la recherche (notamment fonctions administratives, procédures de recrutement). Article 15. En vertu de la Recommandation de l’UNESCO en date de 1997 concernant la condition du personnel enseignant de l’enseignement supérieur et de la Charte nationale de déontologie des métiers de la recherche, les enseignants-chercheurs, enseignants et chercheurs dont l’Université de Montpellier est l’employeur, qui s’expriment publiquement, dans le cadre de leurs activités pédagogiques ou de recherche, quel que soit le support de communication, y compris dans les médias et sur les réseaux sociaux, doivent réfléchir, de manière appropriée et circonstanciée : à la manière de se présenter sans induire le public en erreur ; à préciser s’ils s’expriment au nom de l’Université de Montpellier ou à titre personnel ; à préciser s’ils s’expriment dans le cadre de leur expertise et spécialité professionnelles ; à préciser qu’ils s’expriment à titre personnel et non en tant que personnels de l’Université de Montpellier si les propos n’entrent pas dans le cadre de leur expertise et spécialité professionnelles  ; à déclarer d’éventuels liens ou conflits d’intérêts ; à mettre leur position et leur opinion en perspective avec d’autres opinions, convergentes ou contraires, afin de garantir l’objectivité du débat scientifique et du savoir (en application des articles L.952-2 et L.141-6 du code de l’éducation) ; à s’abstenir de tenir des propos à caractère d’injure ou de diffamation, entre collègues ou vis-à-vis de personnalités extérieures à l’Université de Montpellier ; à respecter le cadre légal relatif à la liberté d’expression, applicable à tous les citoyens, pour les propos diffusés à titre personnel en dehors du ou des domaines de compétences et d’expertise professionnelle. Why did the need for such an association arise? Because these collections are so numerous and diverse, and the need to safeguard and promote them has not always been a priority for the University or its research structures. Institutional recognition of these collections is relatively recent, and a formal collections department (now the SPH) was only set up (at the then UM2) in 2004, and then only with limited human resources. At that time, staff who were aware of the issue joined forces within the association. The question of their status (prior to the creation of the association) had been raised on several occasions with the legal services of the Ministry of Higher Education, which did not want to hear of "volunteers" in the institutional framework, so the association was created in September 2004. In what capacity do the members of the Association act? The Plateforme d'Analyse et de Caractérisation (PAC) brings together equipment from the Pôle de Chimie Balard institutes (ICGM, IBMM, IEM and ICSM), ENSCM and the University of Montpellier's common services for chemistry. The aim of this platform is to provide users with cutting-edge equipment and a network of skills in the chemical sciences. The PAC comprises 4 entities: the Physical Measurement Laboratory (LMP), the X-ray and Gamma-ray Network (RRXG), the Electronic and Analytical Microscopy Platform (MEA), and the Technical Platform (PT-ICGM). The UMR Gestion de l'Eau, Acteurs, Usages brings together 90 permanent researchers and engineers and around 50 doctoral students and post-docs from all disciplines, working together on integrated and adaptive water management issues. It conducts research on the trajectories of socio-hydrosystems and their regulation; it contributes to the design and evaluation of tools facilitating the implementation of innovative public policies concerning water; it participates in the multidisciplinary training of students in the field of water. UMR G-EAU, which is part of the MUSE I-Site, is a member of ICIREWARD, a UNESCO Category 2 center on water in Montpellier. The core of UMR G-EAU's project is to understand the functioning of socio-hydrosystems, both in normal operation and in times of crisis or stress (shortage, flooding, pollution). We analyze hydrological, technical, social, economic and political processes within a water-related territory, and their consequences. We are also mobilizing our interdisciplinary strength to analyze the combined effects of these processes, and ultimately to identify the possibilities for governance and adaptation in complex and uncertain environments. The project includes the design and testing, in interaction with society, of tools and devices aimed at revealing the workings of these systems and intervening on their trajectory. Originating from teams working on irrigated systems, the UMR G-EAU has gradually broadened its focus towards integrated management. It now approaches water-related territories as complex systems, mobilizing a diversity of viewpoints: Plurality of uses and interests: irrigation, drinking water, recreation, energy, purification, flood protection Plurality of water types: surface water, groundwater, wastewater Plurality of processes: water and pollutant transfers, irrigation technologies, economic instruments, public participation, modes of appropriation Plurality of regulation modes: river and canal infrastructures, water access and land use policies, water use standards. Plurality of disciplines For all its research, UMR G-EAU emphasizes approaches rooted in case studies. This means investing in research based on field observation, complemented by experimental approaches carried out in interaction with users and/or managers. To build on the knowledge thus generated, the UMR relies on a wide network of partners and research sites throughout the world, in France and in developing countries, representing a diversity of water-related issues and hydro-ecological, socio-economic and political contexts. A third of our staff are expatriates in North Africa, West and Southern Africa, and South-East Asia. In France, we work closely with institutions in charge of watershed management. Our involvement in the field has led to close interaction with the players involved. Finally, UMR G-EAU is committed to transferring its results. A Key Initiative for Innovative Interdisciplinary Research in Plant Health and Agrosystems. Faced with multiple biotic and abiotic risks to plants, such as diseases, pests, climate change and intensive agricultural practices, plant health research is a major challenge. These challenges affect not only agricultural productivity, but also food security, biodiversity and ecological balance. In this context, the CLAPAS1 initiative proposes to explore plant health through a broad approach, inspired by the exposome concept, which encompasses all interactions between plants and their environment (soil, microbiota, bio-aggressors, auxiliaries, etc.). This approach is fully in line with the One Health approach, linking plant, environmental, animal and human health. CLAPAS aims to structure the Montpellier scientific community around three priority areas of research: Mechanisms and ecology of biotic interactions in agrosystems. The role of microbiota in the adaptation of plants to their environment. Epidemio-surveillance and adaptive dynamics of bio-aggressors. This research has three main aims: to prevent risks, using tools such as ecological modelling, genomics and epidemio-surveillance. Cure, by developing innovative solutions such as the use of microbiota, metabolites or natural auxiliaries, or methods such as chemical confusion and sterile insect techniques. Strengthen resilience, by assessing the environmental, social and economic impacts of the proposed solutions. A collaborative dynamic This project brings together a number of laboratories from the "Agronomy, Environment, Biodiversity" (AEB) research cluster of the I-Site, federating several national research institutions (INRAE, IRD, Cirad, Institut Agro Montpellier, Université de Montpellier), and relies on international collaborations, particularly with countries in the South, heavily affected by climate change. CLAPAS is also involved in national and European initiatives, and collaborates with non-academic players (FREDON, Chambre d'Agriculture, specialized companies). By strengthening interdisciplinary synergies and promoting sustainable agricultural practices, CLAPAS aims to position Montpellier as a center of excellence in plant health research, resolutely focused on the challenges of tomorrow. Key actions of the CLAPAS key initiative: Plant health and integrated approach CLAPAS implements interdisciplinary and collaborative actions to strengthen research and awareness around plant health, integrating the concepts of exposome and One Health. These actions are aimed at local scientific units, and are organized around four main initiatives: Organization of scientific events: Conferences, workshops and regular meetings will be organized to encourage exchanges between researchers, disseminate discoveries and consolidate a dynamic scientific network around plant health. Support for interdisciplinary research projects: Funding will be allocated to collaborative projects between several research units, with an emphasis on training Master's students. Projects will encourage synergies with social sciences, human or animal health, promoting innovative and integrative research. Research schools and specialized training: Training courses will be offered to researchers and doctoral students students, notably on key themes such as plant and environmental health, microbial communities, biodiversity, epidemiological modeling and bioinformatics analysis. These schools aim to strengthen the skills of young scientists and research teams. Science-society interactions: Surveys will be carried out to gain a better understanding of how plant health is perceived by local stakeholders (e.g. shared gardens in Montpellier). At the same time, awareness-raising workshops for the general public will be organized at events such as the Fête de la Science and the project's closing symposium. These ambitious initiatives aim to structure a research community around plant health, encourage innovative and sustainable approaches, and raise society's awareness of plant health issues from a global perspective.

Winner of the ASDESR1 call for projects With substantial funding of over 3.6 million euros, the Moment-UM project is part of the fourth France 2030 investment plan for the future, launched by the French National Research Agency (ANR). The project aims to strengthen UM's position as a key player in European research, continuing education and innovation, through a number of different actions. Europe Moment-UM aims to boost the participation of UM researchers in the Horizon Europe program (European Framework Program for Research and Innovation). The ERC (European Research Council) grants, Marie Sklodowska-Curie actions and the EIC (European Innovation Council) are the preferred instruments. The aim is twofold: to increase the number of projects submitted and to improve the success rate. In close collaboration with three national research organizations based in Montpellier (CNRS, INSERM and IRD), Moment-UM is committed to increasing the visibility and support of research teams on the Montpellier site, through: Strengthening support staff by hiring new experts. L’initiative clé internationale Water (INITIATE - InternatioNal InTercultural Interdisciplinary wATer nEtwork) est développée à l’Université dans le cadre du projet UM2030, lauréat de l’Appel à Projets « Intégration et Développement des IdEx et des ISITE » (IDéES). L’initiative est le résultat d’une collaboration multilatérale entre l’Université de Montpellier (UM) et ses partenaires stratégiques à travers le monde, dont trois Centres internationaux UNESCO (situés à Montpellier, Delft et Dundee). INITIATE représente une plateforme collaborative de formation doctorale et constitue une infrastructure mondiale virtuelle pour la coopération internationale sur les sciences de l’eau. https://www.youtube.com/watch?v=L-HQFeuB3BQ Présentation Les acteurs L’initiative INITIATE a été construite entre l’UM et ses partenaires dès 2022. Côté UM, l’initiative est portée scientifiquement par Olivier Barreteau, chercheur INRAE et directeur adjoint du Centre International UNESCO ICIREWARD (ICIREWARD) à Montpellier ainsi que par les chargés de projets Sandie Mennechet et Beatriz Gasparini Reis au sein d’ICIREWARD. L’initiative prend la forme d’une plateforme collaborative mondiale de formation doctorale réunissant des doctorants des partenaires stratégiques de cette institution. La Plateforme est gérée à l’UM par Nathalie Modjeska et Emilie Morin, au sein du Service d’appui à l’international et à l’attractivité des programmes structurants de la Direction des Programmes Structurants. Accroître l'impact des sciences de l'eau par la promotion et le soutien, au niveau doctoral, d'approches de recherche inter et transdisciplinaires et le développement d'expertises à l'interface science-politique-société dans le domaine de l'eau. Faciliter les opportunités de recherche à plus long terme ainsi que les perspectives de développement de carrière pour les scientifiques en début de carrière dans le domaine du développement durable. Faire progresser les pratiques de science ouverte et d'éducation ouverte grâce au développement de nouveaux partenariats mondiaux équitables. Programme La Plateforme doctorale INITIATE ambitionne de réunir une fois par an la cohorte de doctorants pour des écoles de terrain et/ou des formations sur des thématiques de sciences de l'eau. Chaque cohorte est constituée jusqu'à 2 doctorants par institution partenaire pour une durée de deux ans. Ces jeunes chercheurs, issus de domaines de recherche sur l’eau variés, sont conviés à participer à des activités en ligne et en présentiel pendant cette période et après, ils rejoindront un réseau d'Alumni avec d'autres anciens boursiers INITIATE. INITIATE vise à favoriser l’interdisciplinarité et l’interculturalité à travers la diversité des doctorants qu’elle réunit. Les doctorants travaillent en groupe et échangent afin de renforcer leurs liens et de former un réseau international de futurs leaders des sciences de l'eau. La Plateforme offre : Des opportunités de publication de documents, création de supports de communication par les doctorants Une infrastructure virtuelle mondiale pour faciliter la discussion et le partage de documents Une visibilité de la thématique de recherche à l’international La possibilité de participer à des événements internationaux Une opportunité de réseautage pour les jeunes chercheurs La première cohorte, promotion 2024, comprend 19 étudiants de 11 nationalités. Ces doctorants seront réunis au Maroc du 25 au 29 novembre 2024 pour la première école d’automne et devraient être accueillis à Montpellier en octobre 2025 pour la deuxième école d'automne.

A global alliance for sustainable risk mitigation in a one-health approach. L’initiative clé internationale ‘VECT-OH : A Global Alliance for Sustainable Vector Risk Mitigation in a One Health Approach’ est développée à l’Université dans le cadre du projet UM2030, lauréat de l’Appel à Projets « Intégration et Développement des IdEx et des ISITE » (IDéES). L’initiative a pour vocation de mobiliser et fédérer la communauté scientifique internationale sur les défis clés et les enjeux majeurs liés aux insectes et arthropodes vecteurs et aux maladies qu’ils transmettent aux humains, aux animaux et aux plantes. Le consortium formé autour des Universités partenaires de l’UM promeut une recherche intégrative, déclinant l’approche « Une Seule Santé/One Health » à la prévention et au contrôle des maladies à transmission vectorielle. Il se donne pour ambition de transcender les traditionnelles collaborations bilatérales en identifiant des problématiques transversales à forte valeur ajoutée, déclinables à l’échelle des territoires, et permettant d’agréger bailleurs et parties prenantes pour une gestion durable du risque vectoriel à l’aune du changement climatique. Tous les partenaires sont engagés dans des projets de recherche collaboratifs et mutualisent leurs expériences, leurs expertises et leurs ressources pour co-construire et faire émerger des axes de recherche innovants et fédérateurs. Le consortium se veut ouvert à l’adhésion d’autres équipes de recherche et partenaires institutionnels.     Gouvernance L’initiative VECT-OH est pilotée depuis Montpellier par Frédéric Simard (DR IRD, DU MIVEGEC) et Mathilde Mercat (Postdoc UM). L’initiative offre : Des opportunités de financement d’activités de recherches locales sur la thématique Des opportunités de partage de données et d’expériences entre partenaires Le développement d’une communauté d’acteurs internationale sur la thématique Des opportunités de publication de documents scientifiques et techniques à destination de diverses audiences, Une visibilité de la thématique de recherche à l’international, la possibilité de participer à des évènements internationaux et une opportunité de réseautage pour les jeunes chercheurs Programme Le consortium organise un atelier de travail qui a lieu chaque année en présentiel à Montpellier. En 2022, le premier atelier a permis d’identifier la question du risque vectoriel associé à la (re)-végétalisation des villes comme un axe privilégié de recherche et la rédaction d’une feuille de route pour fédérer l’ensemble des acteurs sur la thématique dont l’un des premiers points est la réalisation d’une revue systématique de la littérature sur les relations entre végétation urbaine, vecteurs et risque vectoriel. L’atelier de 2023 a combiné des visites de sites sur le terrain pour confronter les protocoles expérimentaux utilisés par les différents partenaires pour le suivi des populations de vecteurs, et des réflexions collectives sur la standardisation des protocoles qui ont débouché sur la co-construction d’une réponse collective à un appel à projets Biodiversa+ mobilisant l’ensemble des partenaires éligibles. L’atelier de 2024 sera organisé en marge de la XXIIIème conférence de l’European Society for Vector Ecology qui regroupera cette année plus de 450 participants à Montpellier autour du thème « One Health in Action ».
