Five years after the Paris Agreement, efforts to reduce global greenhouse gas emissions are considered insufficient. The Covid-19 health crisis and lockdown measures have certainly led to a reduction in emissions, but there are many questions in the public debate. Is this a temporary decline? Have the right policies been implemented? Should we expect a sharp rebound in emissions once economic activity resumes? There are many questions about the prospects for post-crisis recovery and the actions to be taken. How can the recovery plan be coordinated with the low-carbon transition? What should be the priorities for public spending? What role should banks and central banks play? These questions raise broader issues about the relationship between climate change and the economy.
