Five years after the Paris Agreement, efforts to reduce greenhouse gas emissions on a global scale are judged insufficient. The Covid-19 health crisis and containment measures have certainly led to a reduction in emissions, but there are many questions in the public debate. Is this a transitory drop? Have the right policies been implemented? Should we expect a sharp rebound in emissions as soon as economic activity picks up again? There are many questions about the prospects for post-crisis recovery and the actions to be taken. How can we link the recovery plan with the low-carbon transition? What are the priorities for public spending? What role should banks and central banks play? More generally, these questions raise the question of the relationship between climate change and the economy.
