What registration fees apply to your situation?
The decree of May 19, 2026, regarding “the procedures for exempting international students from enrollment fees” amends the regulatory framework and introduces new provisions for students who wish to enroll at the University of Montpellier.
Until now, in accordance with regulations, the University of Montpellier has been able to grant a partial exemption from tuition fees to all non-EU students. Going forward, tuition fees will be redefined and regulated by the decree’s entry into force.
The purpose of this article is to present the main changes introduced by this reform, the groups affected, and the implementation procedures scheduled to take effect starting with the 2026 academic year.
What are differentiated rights?
Differentiated tuition fees, which are now mandatory, are part of the national policy for welcoming international students. They consist of applying specific tuition fees to certain non-EU students. For all students, the amount of tuition fees, as set by law, varies depending on the level of study (bachelor’s, master’s, doctorate, etc.) and the student’s administrative status (scholarship recipients, beneficiaries of international protection, apprentices with an apprenticeship contract, wards of the state, etc.). Individual exemptions provided for by regulation may also be granted after enrollment is complete, subject to certain conditions and within limited parameters. (Information to follow.)
How much are the tuition fees for the 2026–2027 academic year?
Circumstances for the payment of national and EU duties:
I pay the national tuition fees (€178 for a bachelor’s degree, €255 for a master’s degree, €398 for a doctoral degree or HDR) if:
I am a so-called “community” student
I am a student from outside the European Union who would like to pursue a degree program
- enrolled in a Ph.D. program, an HDR program, or a graduate program in health sciences (excluding short-termgraduate programs);
- in CPGE;
- in the same major and the same degree program in 2026–2027 as the program in which I was enrolled in 2025–2026 at theUM (including repeating a year);
- Applicant: Studying in France with an admission letter dated before May 20, 2026.
I am a so-called non-EU student whose personal situation is
- has been a tax resident in France (or part of a tax household in France) for more than 2 years;
- holder of a residence permit marked “residence permit for a family member of an EU citizen”1, EEA2 or the Swiss Confederation”;
- a holder of a French resident card, or, in the case of a minor, included on my parents’ resident card;
- I have been granted refugee status or subsidiary protection, or my parents or legal guardian have been granted such status.
Circumstances for the Payment of Differentiated Duties
I pay the tiered registration fees if:
- None of the other situations mentioned above apply to me;
- I am pursuing a state-certified degree in dental surgery as part of a short postgraduate program (including a thesis);
- I am pursuing a state-certified Doctor of Pharmacy degree as part of a short postgraduate program (including a thesis).
Circumstances in Which Exemptions Apply
I may be automatically exempt if:
- I am a scholarship recipient;
- I am a ward;
- I am a student of Lebanese nationality residing in Lebanon: full exemption on an exceptional basis for the 2026 academic year upon presentation of a certificate issued by Campus France
