What tuition fees apply to your situation?
The decree of May 19, 2026, regarding “the procedures for exempting international students from enrollment fees” amends the regulatory framework and introduces new provisions for students who wish to enroll at the University of Montpellier.
Until now, in accordance with the regulations, the University of Montpellier was able to grant a partial exemption from tuition fees to all non-EU students. From now on, tuition fees will be redefined and regulated by the decree’s entry into force.
The purpose of this article is to present the main changes introduced by this reform, the groups affected, and the implementation procedures scheduled to take effect starting with the 2026 academic year.
What are differentiated rights?
Differentiated tuition fees, which are now mandatory, are part of the national policy for welcoming international students. They consist of applying specific tuition fees to certain non-EU students. For all students, the amount of tuition fees, as set by law, varies depending on the level of study (bachelor’s, master’s, doctoral, etc.) and the student’s administrative status (scholarship recipients, beneficiaries of international protection, apprentices with an apprenticeship contract, wards of the state, etc.). Individual exemption provisions provided for by the regulations will also be available once enrollment is complete, subject to certain conditions and within a limited scope. (Information to follow.)
How much are the tuition fees for the 2026–2027 academic year?

I pay the national tuition fees (€178 for a bachelor’s degree, €255 for a master’s degree, €398 for a doctoral degree or HDR) if:
je suis une étudiante ou un étudiant dit « communautaire »
je suis une étudiante ou un étudiant dit extracommunautaire qui souhaite suivre une formation
- enrolled in a Ph.D. program, an HDR program, or a graduate program in health sciences (excluding short-termgraduate programs);
- in a preparatory class for the grandes écoles;
- in the same major and the same degree program in 2026–2027 as the program in which I was enrolled in 2025–2026 atUM including repeating a year);
- Applicant: Studying in France with an admission letter dated before May 20, 2026.
je suis une étudiante ou un étudiant dit extracommunautaire dont la situation personnelle est
- has been a tax resident in France (or part of a tax household in France) for more than 2 years;
- holder of a residence permit marked “residence permit for a family member of an EU citizen”1, EEA2 or the Swiss Confederation”;
- a holder of a French residence permit, or a minor covered under my parents’ residence permit;
- I have been granted refugee status or subsidiary protection, or my parents or legal guardian have been granted such status.

- I am not affected by the other situations mentioned above;
- I am pursuing a state-certified degree in dental surgery as part of a short postgraduate program (including a thesis);
- I am pursuing a state-certified Doctor of Pharmacy degree as part of a short postgraduate program (including a thesis).

Je peux être exonéré de plein droit si :
- je suis boursier ;
- je suis pupille ;
- je suis étudiant ou étudiante de nationalité libanaise résidant au Liban : exonération intégrale à titre exceptionnel pour la rentrée universitaire 2026 sur présentation d’une attestation transmise par Campus France
